Communities Investment FundWCVA logo

The Communities Investment Fund (CIF) is a third sector loan scheme that will enable the third sector in the Convergence area of Wales to grow and develop by providing access to finance not available commercially.CIF will invest a total of £6m in loans and grants over the next three years, £4m of this investment will be to organisations seeking to deliver public service delivery contracts whilst the remaining £2m will be invested in more general third sector enterprise development. The priorities of CIF are -

  •  To fund (or part fund) third sector organisations seeking to develop public service delivery contracts.
  • To fund (or part fund) project development costs for third sector organisations, including capital costs and revenue costs, cash flow and working capital.
  • To fund (or part fund) cash flow and working capital/revenue costs whilst trading capacity and income generation is developed.
  • To fund (or part fund) the purchase and/or development of property assets.
  • To fund (or part fund) the purchase of other assets essential to the development of the organisations trading activities.

The Welsh Government’s commitment to citizen-centred and personalised public services envisages the third sector developing an enhanced role as public service delivery partners. CIF has been backed with money from the Welsh Government to invest in third sector organisations that are ready and able to undertake public service delivery but lack the appropriate finance to do so.The finance packages available will help develop sustainable economic activity that improves the lives of people living within our communities.

CIF seeks to do all this by:

  • Promoting a third sector enterprise culture
  • Developing third sector enterprises that can deliver public service delivery contracts
  • Creating sustainable community centred opportunities for citizens
  • Supporting third sector enterprise to grow and be successful
