Widespread Support for the Reform of Adult Social Care

Friday, April 1st, 2011

Today the Law Commission is publishing an analysis of the responses to its consultation on reforming adult social care law. The Commission is reviewing all of the law that enables services to be provided to older people, disabled people and those with mental health problems.  The Commission has received 231 formal responses, as well as hearing directly from stakeholders at 72 specially staged events across England and Wales. The individuals and organisations who responded include disabled people, carers, lobby groups, local councils, social workers and the Government.Frances Patterson QC, the Public Law Commissioner responsible for the review, said: ”We have been struck by the widespread positive support for our adult social care project, and the strength of agreement we are seeing that this area of law must be reformed as a matter of priority. Many people have been keen to talk about the difficulties they are experiencing as a result of the complexities of the law, and how they have been confused by, or even completely unaware of, their basic legal entitlements.”  The analysis shows overwhelming support for retaining a number of key legal rights in adult social care. There is also strong backing for maintaining duties to co-operate between social services and other agencies and for the proposal to introduce a duty to investigate in adult protection cases.  Frances Patterson QC commented that:  “We are endebted to everyone who has contributed to this consultation. In the light of what they have told us, we are looking again at our proposals, reinforcing some of our ideas and revising others. We are also reviewing our scheme as a whole to make sure it can accommodate policies such as personalisation, self-directed support, prevention and the universal services, while also maintaining the strong legal rights that were overwhelmingly supported by consultees.”  The Law Commission’s final report on adult social care is due to be published in May 2011. The Government will review our recommendations with a view to introducing new legislation in 2012.  The consultation ran from 24 February to 1 July 2010. The consultation paper and analysis of responses are available on the Law Commission website: www.lawcom.gov.uk . Steel House, 11 Tothill Street London, SW1H 9LJ

Macmillan Cancer Support Launches Report

Wednesday, March 30th, 2011

Macmillan Cancer Support has today launched a comprehensive policy report that contains recommendations on how to make cancer care in Wales more person-centred. The report, called Changing Cancer Care in Wales, is the result of three years of extensive research and consultation with people affected by cancer in Wales, those working in cancer care in Wales and academics. The report also draws on numerous studies, research and data from the Government, other organisations and the public sector to build a picture of cancer care in Wales today. The report makes two key recommendations that Macmillan hopes the next Welsh Assembly Government will implement following the election in May:

  1. Wales needs a national and comprehensive person-centred cancer strategy that gets to grips with the changing nature of cancer and puts people at its heart.
  2. As part of the development of a cancer strategy for Wales, four key initiatives need to be developed to make cancer care more person-centred and cost effective including:
  • Assessment and care planning
  • Reforming cancer follow up
  • Personalised information and support
  • Access to a key worker

Download the report here.

If you would like to discuss any of the issues raised in the report, please email walescampaigns@macmillan.org.uk or call 01656 867960

Charities and Investment Matters Consultation

Tuesday, January 4th, 2011

We are consulting about draft guidance on charity investments. Before we publish the revised guidance, we want to make sure that charity trustees and those who act for them:

  • are able to find the answers to the common questions they have about investing their charity’s money
  • have information to help them in weighing up the advantages and disadvantages of different approaches to investment

This consultation will help us to assess whether any further work is needed to achieve this.

The contultation is open untill 28th Febuary 2011, more information can be found by clicking here.

What’s important to the public when they call a helpline?

Monday, December 6th, 2010

THA has a Quality Standard which is a thorough check against a comprehensive list of criteria to see if a helpline is providing the best possible service. They are currently developing a new version of the Standard and they want to make sure they include the things that are particularly important to you, the helpline user. They have an online survey that allows you to tell them what’s most important to you when contacting a helpline. It’s very brief (only five questions) and it’s totally anonymous. They won’t ask for your name. Please help improve helpline services – visit the survey at http://www.surveymonkey.com/s/ZBVJTVZ

Neath Port Talbot has a relatively poor health profile and has some of the worst determinants of health in Wales. Orders to Remove Terms

Wednesday, June 23rd, 2010

Orders to remove the terms ‘Local Education Authority’ and ‘Children’s Services Authority’ from primary and secondary legislation and replacing with ‘Local Authority’

The Welsh Assembly Government has notified us that from 5 May 2010, the terms ‘Local Education Authority’ and ‘Children’s Services Authority’ have been repealed and replaced by the single term ‘Local Authority’ in both primary and secondary legislation. This simply brings the legislation in line with current policy and practice and will not change its substantive meaning.

The Welsh Local Government Association was consulted on the planned changes to legislation and gave a positive response.

The relevant Parliamentary Orders are ‘The Local Education Authorities and Children’s Services Authority (Integration of Functions) Order 2010’ and  ‘The Local Education Authorities and Children’s Services Authorities (Integration of Functions) (Local and Subordinate Legislation) Order 2010’.  In addition, ‘The Local Education Authorities and Children’s Services Authorities (Integration of Functions) (Wales) Order 2010’ amends the references in Measures of the National Assembly and ‘The Local Education Authorities (Integration of Functions) (Subordinate Legislation) (Wales) Order 2010’, the references in secondary legislation that applies in relation to Wales only.

Climbing Higher – Creating an Active Wales

Wednesday, May 6th, 2009

The proposed Climbing Higher – creating an active Wales strategic action plan focuses on ensuring that we all build physical activity into our daily routines. It forms part of Our Healthy Future, the Welsh Assembly Government’s strategic approach to improve the quality and length of life.

‘Creating an Active Wales’ recognizes the importance of having a built environment that supports people to be active and having access to green spaces. The Consultation is running for 16 weeks from 5 May 2009 – 25th August 2009.  The plan also acknowledges the need to provide support for people to become more physically active through targeted programs that support behavioural change.  More information can be obtained on the Consultation Page.
